    The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to pubic travel. The intersection of N. 21st St and R St. does not meet the conditions set forth in the MUTCD for an all-way stop.
