Description
continuously overflowing trash or trash pulled out and dumped around dumpster which blows down alley onto Broad St and Adams St. The dumpster is in the City alley and no lid or locking provided. Property management company came and cleaned up their half of the alley but not all the debris spread and blown in alley. Within 15 minutes someone was pulling debris out and dumping on the ground to look for food/ recyclables. Dumpster for the apartment building need to managed and secured.
