    All-way stop installations must meet the criteria in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal manual used by all fifty states to evaluate traffic control devices for streetsopen to public travel. I reviewed the intersection of Parkwood and Addison and it does not meet the conditions set forth in the MUTCD for an all-way stop. No parking signs are installed to enhance intersection sight distance.
