Description
Cars speed use Rose Ave to avoid traffic and police presence on North Ave. Most often between W. Roberts St and Wickham St, but sometimes all the way from Yancy St to Wickham St. Most of these vehicles do not stop at the existing stop signs, so I think the most effective for of speed control would be a speed bump.
