Caller states gravel alley behind property has become higher than surrounding properties, issues now where rain doesn't run down alley into sewer but floods caller & neighbor's yards

    Additional neighborhood resident Ms. Stouffs (3317 Kensington Ave, 23221) phoned in regarding same issue, reported problems with mud building up in alley due to lack of gravel

    A easement runs behind these houses city of Richmond doesn't maintain easement. The elevation wasn't raised by city of Richmond.
