Description
It appears the Westhampton Commons development needed to access a underground utility at this location. They dug up all three lanes of traffic, and in repaving, only provided a smooth patch on the lane closest to the development. Furthermore, as I understand the City of Richmond Excavation Restoration Manual, the asphalt should be replaced from curb to curb, not just the area that was dug up, since that section had been newly paved within 6 months of the disturbance.
