    M The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to pubic travel. All all-way stops must meet the warrants in the MUTCD. The intersection of Montrose and Westwood does not meet the MUTCD warrants.
