Description
To Whom It May Concern: I live at 1301 Porter Street in the Manchester area of RVA. Most of Porter Street allows for parallel parking with very few no parking signs by the intersections. This results in people cramming their cars as close as they can to parking lots and the intersections. With the cars so close to intersections & parking lots, it is extremely difficult, the see oncoming traffic to make decisions if it is safe to turn. Combined with a small hill here, it is sometimes impossible.
