- Staff · October 28, 2020M The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices before installing an all-way stop. All all-way stops must meet the warrants in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal publication that applies to all streets open to pubic travel. The MUTCD conditions are mainly about a combination of traffic on the free flow street andthe stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a week day to meetthe requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both of these traffic conditions must be met. The intersection of Admiral Gravely Boulevard and Fulton Street does not meet the conditions set forth in the MUTCD for an all-way stop. We will installNo Parking signs on Admiral Gravely Boulevard at Fulton Street to enhance intersection sight distance. For traffic calming measures on Admiral Gravely Boulevard we can support one speed table between Carlisle Avenue and Whiting Circle. I will ask the Fire Marshall for his support. If he is ok then I will need Council President Newbille’s support and that of the neighborhood. Should a speed table have full support then we would plan for funding in the FY22 CIP. MFR - Please prepare a sign work order. TAB
