Description

I am honestly not sure if this falls within private property or the alley. However, there is a large area that floods every time it rains and leaves a large puddle of dirty water that breeds mosquitos and flies. The image does not do it justice. I also tried to fill it some with dirt from my own yard. In addition, the recycling bin seen in the photo is FULL of the most putrid disgusting water you've ever seen or smelled.
