    DPW uses Table 11 of the Federal Highway Administration report “Safety Effects of Marked Versus Unmarked Crosswalks at Uncontrolled Locations” to determine crosswalk needs at uncontrolled (unsignalized) intersections. Given the traffic volume on Patterson Avenue and roadway design at Pepper Avenue Table 11 notes possible increase in pedestrian crash risk may be increased if crosswalks are added without other pedestrian facility enhancements. This means a new pedestrian traffic signal is required before a crosswalk can be installed. Recent studies found that the intersection of Patterson and Pepper meet the federal warrants for a traffic signal and one is planned pending funding. Crosswalks andpedestrian push button signals will be planned with this new traffic signal.
