Description
At the intersection of Cowardin and Stockton St, a pedestrian signal is needed for crossing Cowardin. At present, the traffic signal lasts 15-17 seconds, but it takes at least 22 seconds to cross the road on foot. This has resulted in pedestrians jay walking when the way is clear because they feel it is safer and faster than waiting for the light to change at the intersection. There is a bus stop for rt 3 on the southbound side of Cowardin and it is very difficult for riders getting off the bus to cross over into the Manchester and Blackwell neighborhoods.
