Description
The problem is actually a water meter hole. Its cover does not close properly, and spins open when someone steps on it by mistake (I just had a nasty fall and had half a leg caught at the bottom of the hole, while the rest of my body fell forward on the street). This is a dangerous situation -- especially for older people who might not recover easily from such a fall.
