M. Black visited this location this morning and found the tree in question is rotten and if a high wind comes it will fall on the citizen's home.

Response from Arborist J. Lester: I went to look at this tree today. Although the tree is just outside the homeowner’s fenceline, it seems to me that it is still on his property. I forwarded this issue to Doug Inge for a determination of property lines, he usually gets back to me within a few days. I’ll keep you posted. -Janine
