Description

refuse collectors are leaving scattered trash in the alley after trashcans are dumped and the truck does not go all the way to the end of the alley where there is more scattered trash. She also stated that there is a vacant home and someone is filling this trashcan with waste, but it rarely gets dumped on collection day
