  M Black went out this morning to investigate and found the citizen already has a handicap ramp; what he was asking for is a section of the curbing be cut. The city can not place handicap cuts in front of private property only in corners of the ROW. If Mr. Burwell would like to have his cut he will need a permit and a license contractor to perform the work.
