Spaine Street between East Broad Rock Road and the intersections of Merry Oaks Ave and Stockton Street There appears to be a lack of cement curb and gutter, with low growing, encroaching weeds reaching the asphalt pavement. This area in the past eight years has never been addressed by Richmond Public Works Dept. A1B1
