Description

This street - E. 2nd St in Manchester - was completely repaved a month or so ago. Within a couple of weeks crews came in and started digging trenches in the new pavement to lay pipes of some kind. The street is about as bad as it was before the initial repaving. As a city tax payer (residence & business).......does this really make sense?
