Description

Whoever lives at 333 Lexington Roa, 23226 has dammed up the public rainwater runoff on Shadwell Road, immediately behind their house, and landscaped Shadwell Road there and planted a garden and built some kind of raised bed/planting table, all on public property. There is standing water in the ditch because there is no place for the water to run off to, owing to the dam that has been built so that this person can have a place to park. Somehow doesn't seem an appropriate use for a public alley.
