citizen calling to report an old rotting tree located at 1425 roger st richmond ,va 23223 that has been leaning for years. citizen states that the branches on the tree are all located on one side causing even more weight. the tree is currently at risk of falling and could be a major hazard for the elderly gentleman living next door
