Description

A neighbor dumped 4 doz pails of clumped construction clay in the alley behind 1327 Nottoway Ave. After it rains, recycle and refuse trucks drive through the created puddle & clumps of soil and create deep ruts, which abut this property and the one next door. (The problem only worsened when a city vehicle came through, ostensibly to flatten the alley.)
