Description

Citizen is a senior citizen who has trouble moving her trash bin which are located in alley behind the house.. She states that her trash bin are on a stoop and when ever refuse collection takes her trash, they don't place the bin back on the stoop. Citizen also states that refuse collection made a gash in her grass with the truck while driving down her back alley.
