CITIZEN IS COMPLAINING THAT THE LIGHT IS GOING TO CAUSE AN ACCIDENT BECAUSE CITIZENS ARE NOT PAYING ATTENTION TO THE LIGHT DIRECTLY IN FRONT OF THEM BUT LOOKING AT THE 2 ND LIGHT SO CITIZENS WHO ARE TURNING ARE RISKING GETTING HIT BECAUSE OF THE NUMBER OF LIGHTS AND THE RATE OF CHANGE
