See above. The are varying amounts of water drainage and sewage collecting on and around the top.

Reason to locate
In front of 1012 & 1012.5 there is a water cut off cover in front along the sidewalk. It is leaking into the gutter. There appears to also be raw sewage coming out and on top of the cover.
