Description

No storm drains on block. Water and organic debris sits in the gutter, rots and creates a horrible smell and attracts bugs. This stretches the ENTIRE block. When it rains bad, all of the water from the surrounding area ends up flooding my back yard. Photos showing the wet mass of rotting organic matter. It has been present since before winter.
