Description
Representatives from the City of Richmond utilities department came out previously over a year ago to inspect both storm and Litz and confirmed that the Bell housing had apparently been broken off previously, which is resulting in excessive sewer gases being admitted into the street to the point where it can be smelled from 2 to 3 parcels away inside house houses after a long stretches with no rain.
