Description
The separate request is actually not a manhole issue but a utility pipe issue. The Pipe cylinder that hold water meter cover is broken and missing about 1/4 of pipe. Located in alley behind 3028 Garland Ave. Cover is not missing, but broken pipe allows rocks, rain, and ice into hole. Also, house is experiencing lower than normal water pressure.
