- Staff · June 17, 2025City of Richmond does not maintain lights for private property such as apartments, condominium and HOAs. These lights are maintained under a corporate account with Dominion Energy. Management will have to contact Dominion Energy directly at 1-866-366-4357 and request PRIVATE WATCH LIGHTS need repair. These are NOT STREET LIGHTS they are PRIVATE WATCH LIGHTS and can only be requested for repair by the property manager with a Dominion Account Number. City of Richmond owned lights do not go beyond Warwick Rd.
