WATER BUBBLING UP FROM SEWER MANHOLE COVER IN MIDDLE OF STREET. HAS BEEN GOING ON FOR MONTHS. PREVIOUSLY CALLED IN TO 311, AND ADDITIONAL REQUESTS ARE ON 311, YET WATER OR OTHER SUBSTANCE CONTINUES TO BUBBLE OUT OF MANHOLE COVER LEAVING WATER OR OTHER LIQUID IN STREET. CANAL AT 7TH
