- Staff · January 28, 2025Spoke to resident and explained that City of Richmond does not maintain lights in parking lots because they are private property. The lights on private property are Private Watch Lights and only the owner of the lights can contact Dominion Energy to request the repair of Private Watch Lights. The property manager will have to contact Dominion Energy at 1-866-366-4357 with their account number and Private Watch Light location/pole number to request repair.
