DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop or a traffic signal. The intersection of Roseneath Rd and Moore St does not meet the MUTCD traffic requirements for an all-way stop or a traffic signal.
