    Left message for the description was not complete, it states "need to have the wires wrapped because they" ..... Crew will go out there tonight to investigate.

    Upon investigation of this area, it was determine that this belongs to Verizon not the City of Richmond. Its a Verizon cable per JL/MW findings on 8/5/24
