Blackout spot in the alley when there is no moon. If the city is unable to install, may citizens install a solar motion detection light on the pictured pole? Please advise as soon as possible, we have access to a jlg lift. The ideal pole pictured is on Uptown Alley. Pole is tagged H0002 RF98
