- Staff · March 14, 2023RVA311 is for reporting Non-Functioning electric streetlights only. City of Richmond Electric Utility maintains poles (i.e.: paint, cleaning, etc.) on a set schedule this is not within the painting schedule at this time. Due to lack of personnel the priority for Electric Utility is maintaining adequate functioning lighting for the citizens of the City of Richmond for safety.
