After contacting and speaking with the citizen it is determined the issue is a berm built at the roads edge to stop the water flowing along the roadway during a storm from entering the front yard. This berm stops at this citizen's property line and starts up again when it is past the property. This is not a storm water issue but rather a Roadway Maintenance concern. The matter will be forwarded accordingly.
