    Richmond Streetlights does not maintain parking lot lights. Parking lot lights are Private Watch Lights and are paid for through an account with Dominion Energy. Being a City owned property it's not clear how the account would be set up. However, Richmond Streetlights does not have any assets beyond Warwick Rd itself.
