    wants to have sand bags place around the ditch states its getting worst

    spoke with Mr. Hearst on 2/2/23 and I went to the location on 2/3/23. I informed Mr. Hearst that there was a large amount of leaves in the ditch that would need to be removed and when the ground conditions was dry we would clean the ditch, I also said that we would replace some of the soil were the water was crossing the ditch. Mr. Hearst will let me know when the leaves are removed and we would see if the ground conditions is dry enough to clean.
