    After speaking with the home occupier at this location and observing the issue it is determined the broken pipe is 4" PVC sanitary stand pipe in the center of the backyard. I informed the lady, Ms. Moore the broken pipe was the responsibility of the home owner. She stated she would contact her landlord and relay the information.
