Dear Sir or Ma'am, Good morning The issue is water seeping through the black top where the City of Richmond and/or contract company did water main work. Roughly about 50 feet from the Swanson Rd - Barlen Rd intersection on Barlen Rd. Left hand side of Barlen Rd you'll see new blacktop and water is seeping through the new black top.
