Description
Multiple manholes, gas boxes, etc from 4000 Grove to 5800 Grove that were not raised prior to paving, yet we paid a contractor to work overtime on weekends to raise the same utilities on Westmoreland when it was recently repaved. Some of these manholes or access plates were raised after the paving was complete, but were only cold patched, which will not last until the next repave, not to mention that is not per the City of RIchmond requirements.
