    After an on-site inspection it doesn’t appear that the water meter is leaking but rather attracting water due to it’s low grade as opposed to the higher alley travel grade. It seems after speaking with the citizen, Mr. Appich, the issue is the damaged structure surrounding and reinforcing the water meter. Mr. Appich explained the alley crew had been re-grading the alley a few weeks ago and somehow loosened the surrounding structural media composite.. aka asphalt and loose gravel. I would say this should either go to alley maintenance or water distribution for repairs.
