- Staff · September 16, 2020Per DPU Engineer assessment: This situation is located on the corporate limits of the City of Richmond and Henrico County. It is recommended that a meeting be requested between the Public Works Departmentof Henrico County and Stormwater Section of the Department of Public Utilities for the City of Richmond to discuss the matter. It appears any complete solution to this problem needs a comprehensive plan to include areas contributing stormwater from both entities Henrico and the City of Richmond in order to make a solution that will totally address the situation and eliminate the drainage problem completely. It appears a comprehensive plan addressing this problem will require a cooperative agreement.
