MS BECK STATED THAT A DITCH LOCATED ON 35 OLD MILL ROAD, WHEN IT RAINS THE DEBRIS WASHES DOWN, AND CLOGS THE DRAINS AND WHATEVER DEBRIS THAT CLOGS THE DRAIN FLOODS THE STREET BELOW. MS BECK ALSO SUGGESTS THAT A PIPE IS PUT IN
