- Staff · January 7, 2020Any alley lights are Private Watch Lights and are owned by someone paying for that light on their Dominion bill. the owner will have to contact Dominion with their account number and state that a Private Watch light needs repair. Dominion will validate that light against the account. The City can not repair or report Private Watch Lights.
