Description

The streetlights are not coming on at the right times, and are coming on at least an hour later than they should, about 9pm, well after it's dark (and staying on too long in morning). This is happening for many blocks all over Church Hill, between at least Fairmont and Broad and from around 30th east to at least 22nd. It's dangerous as you can't see pedestrians
