Description

This light gives the folks coming out of the new apartments (The Village at Westlake, 1500 German School Rd) a really long time that they don't need (it's an apartment complex - 2-4 cars leave at any light cycle). Jahnke is the busiest road at this intersection, with more people on it already or turning on it, so having an unnecessarily long red light on Jahnke backs up traffic quickly. Note that I selected 'lamp blinking' due to there being no other options.
