Description
Cover to a utility access is broken/has a massive hole in which someone could fall and hurt themselves or nearby animals could fall through whether it's the new baby geese walking around or people's small dogs. A neighbor called 311 and insisted it was an apartment building issue even though it is on Richmond City property in the Floodwall Parking lot (gravel lot).
